IPA Council of New Zealand

IPAC is a national body representing 13 independent practitioner associations (IPAs) and four primary health organisations (PHOs) which cover more than two million New Zealanders registered at general practices.

In a primary care environment characterised by constant change, a clear strategy was required to highlight the communication goals and activities needed for this diverse stakeholder group. SenateSHJ helped the IPAC step its way through negotiations with Government on the introduction of PHOs, and subsequent negotiations on roll-out of a patient subsidy for visits to general practitioners.

Due to the nature of primary health policy, the work is ongoing, but successes include patient subsidy contract agreements in 2004 and 2006 with the Ministry of Health that maintained the rights of general practice to set fees at their own discretion.
